ASHEVILLE — In December, Patton High School received a total of 10 awards — including one on the national level — at the Western Carolina 2023 Scholastic Art Awards in Asheville.

A new state report lays out how North Carolina can reach greenhouse-gas emissions reduction goals laid out over the next roughly quarter-century. Gov. Roy Cooper released the North Carolina Deep Decarbonization Pathways Analysis this week. He commissioned the report early last year. It sets out three methods by which emissions can be reduced 50% from 2005 levels by 2030 and reach net-zero levels by 2050. The report says electricity demand will need to be higher and its production cleaner. Alternative energy from hydrogen and biofuels highlights one option, while using forestland to absorb carbon dioxide emissions is emphasized in another.

Legislators have filed bills in the N.C. House and Senate in response to the attacks, including a measure that could lead to 10 years in prison, a fine of $250,000 and liability for financial damages suffered by anyone impacted by a resulting outage.

North Carolina’s newly seated Supreme Court has heard arguments on whether people convicted of felonies should be permitted to vote if they aren’t in prison but still are serving probation or parole or have yet to pay fines. The justices listened Thursday to their first high-profile case since the court flipped to Republican control in January. They didn’t immediately rule. The case stems from 2019 litigation that challenged a 1973 state law automatically restoring voting rights only after the “unconditional discharge of an inmate, of a probationer, or of a parolee.” Roughly 56,000 people could be affected by the outcome.
