Notice of additional public hearing and public review
Notice is hereby given that the Town of Rutherfordton has prepared applications for the North Carolina Renew Community Development Block Grant Disaster Recovery (CDBG-DR) Commercial District Revitalization (CDR) Program. The proposed applications are requesting $2,200,000 for the following proposed activities: Downtown Visitor & Civic Center. The proposed CDBG-DR activities will not result in displacement of community residents. For a detailed review of the project, see the project Preliminary Engineering Report.
The Community Development Block Grant Disaster Recovery funds are provided by the U.S. Department of Housing and Urban Development (HUD), and the Commercial District Revitalization grant program is managed by the N.C. Commerce Division of Community Revitalization. The purpose of this grant program is to assist in the revitalization of Helene-impacted commercial areas located within state- and HUD-identified most impacted and distressed counties. The minimum grant amount is $500,000 and the maximum grant amount is $10,000,000.

Grant applications will be submitted to support the recovery and revitalization of storm-impacted commercial areas through a range of program-eligible activities, including, but not limited to, design and construction of pedestrian infrastructure, drainage and related infrastructure improvements, and targeted remediation of damaged properties. Grant activities may include structural stabilization, façade repair, debris removal, and accessibility upgrades to address code deficiencies, eliminate blight, and restore safe, functional conditions that support business activity and economic recovery, in accordance with CDBG-DR and state program requirements. Additional public hearing
The Town of Rutherfordton will hold a virtual public hearing on Wednesday, September 9, 2026, at 3 p.m. This virtual hearing can be accessed through the following link: https://us06web.zoom.us/j/84382379632?pwd=I3882JSBHrmNLl9PxqqJ78jh2dfgPc.1. The purpose of the additional hearing is to provide residents and other interested parties with another opportunity to review and comment on the proposed projects, activities, locations, funding requests, anticipated benefits, and potential effects of the projects.
Comments received during the hearing or submitted in writing will be considered as part of the application review. The town may update or amend its applications in response to the comments received, as appropriate.
Public review period
The Town of Rutherfordton will also solicit community input and stakeholder feedback with a 10-day public comment period to receive feedback on proposed projects, identify potential additional eligible projects and ensure funds are directed toward the most critical unmet recovery needs. The public comment period will begin on August 29, 2026, and run through September 9, 2026. When submitting comments, please include reference to the “Commercial District Revitalization Program.”
Persons interested in attending the hearings or reviewing documents who require interpretive assistance (i.e., hearing impaired or non-English speaking), or other accommodation, shall notify the Town of Rutherfordton by contacting Jordan Jones, Community Services Director. Requests for accommodations should be submitted by individuals at least 48 hours before the scheduled meeting time.
